Duties and Responsibilities:



Responsible for the purchase of equipment, supplies, all IT, laboratory, audio-visual software and services in accordance with local and state laws, policies, and procedures.

Responsible for reviewing purchase requisitions in the MFMP system for accuracy, correctness, and completeness in accordance with local and state procedures within the specified timeframe.

Knowledgeable of State Contracts and P-Card requirements and applies when appropriate. Applies appropriate purchasing methods for seeking quotes and recommended awards. Ensures requesters specifications are met. Ensures required documentation for all purchases is received and maintained. Process PR within a less than (2) daytime frame.

Provide technical support and review to the Purchasing Department, by tracking specific Purchasing indicators to ensure state and department compliance of F.S. 287.057, mainly monitoring and assisting with the review of purchasing activity under the Category II threshold.

Coordinate policy and procedure reviews and serve as team lead on newly implemented purchasing projects. Completes Contractural Services Forms as mandated by FS.Follows-up on discrepancies in shipments and delivery schedules. Arranges, coordinates, and follows-up on repair of equipment.

Assists vendors and Accounts Payables with questions or problems concerning invoices and other purchases. Gives users information on purchasing laws and procedures and ensures that no purchasing procedures and laws are overlooked or avoided.Makes routine efforts to seek out new sources for minority vendor participation. Also makes routine efforts to seek out new vendors.

Coordinates Blanket/Annual agreements for commodities and services.

Maintains an accurate log and reviews routinely to ensure agreements are renewed prior to expiration.

Assist General Services Manager with preparation of bid specifications and performs other functions related to the bid process in accordance with appropriate laws and departmental procedures. Ensures proper policies and laws are adhered to.

Provide and conduct MFMP training and update classes throughout the year to improve the understanding and function of the MFMP to all new employees. Keep all MFMP users informed of changes and updates to the MFMP system.

Purchase Card holder reviews and approves all charges in WORKS within 48hours of receipt. Assist in the processing of all incoming invoices for Maintenance staff purchases and forward to finance for the payment within 48hours.

Responsible for maintaining files on current Vendors and updates the info when received. Works with vendors in accordance with local and state procedures to obtain and analyze pricing information to make a recommended award, regarding the purchasing method. Works closely with vendors, makes corrections, follow-up regarding order and delivery.

Responsible for preforming monthly reconciliation of the vehicle logs and sends to the general office within the specified timeframe.

Performs other duties as required and act as a back-up to the other Purchasing Agent and the General Services Manager.



Knowledge, skills, and abilities, including utilization of equipment, required for the position:



Knowledge of computer, principles, and practices of purchasing.

Ability to learn and use My Florida Market Place daily and other purchasing software such as FLAIR.

Ability to understand and apply applicable rules, regulations, policies, and procedures relating to the purchasing process.

Complete procurement tasks and maintain purchasing records.

Establish and maintain effective working relationships with others.

Maintain an accurate tracking spreadsheet of assigned vendor payment accounts.





Qualifications:

Minimum -

A High School Diploma / GED equivalent OR an E-4 or above rank.

Customer service experience.

Must have the ability and willingness to deal effectively and professionally at all times with individuals.

Experience multi-tasking in an office environment.

Microsoft Office Suite: Word, Excel, andOutlook experience.

Excellent interpersonal skills and communication skills: speaking, reading and writing.





Preferred -

One or more years experience working in MFMP.

Proficiency in Excel, PowerPoint and Word.

An associate degree or higher level of education.

Two (2) years of customer service experience.

Two (2) years of professional experience multi-tasking in an office environment.
