Learn more about this agency Responsibilities The primary responsibility of the Valuation Officer is to the Assistant Director (Field) Construction and Valuation/SAH and for the management of VBA's C&V and SAH Programs. The Valuation Officer leads his or her section in the pursuit of optimum performance in all applicable program areas. Through efficient and effective management, the Valuation Officer ensures that benefits/services are provided in a timely, objective manner with respect to speed, accuracy, customer satisfaction, and employee development. Evidence of this leadership will be observable in terms of performance against established targets and goals. The Valuation Officer assures that national policy and procedural changes are expeditiously distributed, accurately communicated, and effectively implemented. Directs and documents actions taken to sustain sound quality assurance programs, workload management processes, and internal control systems to effectively oversee work accomplishments and minimize in all program areas. The incumbent is responsible for oversight of: * the appraisal of residential properties for both origination and liquidation of loans * the Lender Appraisal Processing Program (LAPP) for the C&V/SAH Value Stream * the Servicer Appraisal Processing Program (SAPP) for the C&V/SAH Value Stream * compliance inspections of properties either proposed or under construction * a full range of construction and valuation matters affecting the VA Loan Guaranty Program * the Specially Adapted Housing (SAH) Grant Program The Valuation Officer is also responsible for ensuring that programs and policies are implemented, assessed through an effective internal control process, and adjusted as necessary to achieve appropriate results. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement:05/27/2021. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. * If you are a current VBA employee seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 (or higher) and the promotion potential of your current position must be at least GS-14. Specialized Experience: You must document one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in this organization. Specialized experience must document a thorough knowledge of the Specially Adapted Housing (SAH) grant program and program policy to obtain grant approval, provide oversight and manage active construction projects, mediate disputes between multiple parties, and manage ad hoc or high priority assignments as requested; and * Specialized experience for Construction and Valuation (C&V) is demonstrated expertise in the appraisal of residential properties for both origination and liquidation of loans, the Lender Appraisal Processing Program (LAPP) and Servicer Appraisal Processing Program (SAPP) nationwide, land planning, compliance inspections of properties, construction complaint cases, VA minimum property requirements, and a full range of construction and valuation matters affecting the VA Loan Guaranty program. * Candidates must also have demonstrated in their work experience or training that they possess, or have the potential to develop, the ability to plan, assign, and review work. SUPERVISORY/MANAGERIAL ABILITIES: Candidates must also demonstrate experience or training they possess, or have the potential to develop, the qualities of successful supervision as follows: * Assign and review work of subordinates, train and work effectively with individuals from a variety of backgrounds and with different levels/areas of training; * Accomplish the quality and quantity of work expected within set limits of cost and time; * Plan own work and carry out assignments effectively; * Communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the work; * Understand and further management goals as these affect day-to-day work operations; AND * Develop improvements in, or design new work methods and procedures. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work normally involves mental rather than physical exertion. This position is primarily sedentary with some walking, standing, bending, stooping and carrying.
