Job Description:

Job Purpose and Scope: Responsible for overseeing primary and feeder data models used for BSA, AML and OFAC processes. Develops and maintains Data Governance Standards; manages vendor relationships; evaluates AML systems; recommends appropriate BSA, AML and OFAC systems; performs risk assessments of data models; and reports on system functionality. Reports to the Managing Director BSA Administration. Essential Job Functions: 1. Builds, develops and maintains data models, reporting systems, dashboards and performance metrics to support BSA Administration. 2. Validates and maintains BSA, AML and OFAC-related data models. 3. Performs analytics to assess patterns, identify trends and make recommendations on threshold optimization. 4. Collaborates with BSA Administration management and other departments to define and develop BSA metrics. 5. Oversees the design and delivery of reports and supporting insights used to analyze business functions, key operations and performance metrics. 6. Develops and maintains data governance standards for BSA Administration. 7. Ensures accuracy of data and deliverables produced by team members. 8. Manages and optimizes processes for data intake and validation as well as modeling, visualizing data and communicating deliverables. 9. Provides recommendations to strengthen internal controls and mitigate potential risk. 10. Performs ongoing analysis of risk trends through business monitoring and risk assessment execution. 11. Participates in projects related to system enhancements and implementations as a significant stakeholder within BSA Administration, as needed. 12. Provides oversight of individuals responsible for validating BSA data models, identifying model data quality issues and working with vendors to address model issues and validate environments. 13. Optimizes AML scenario models to improve the effectiveness and efficiency of AML transaction monitoring systems; prepares statistical analysis to support threshold tuning of AML scenario models; and uses computer programming languages (SAS, SQL, etc.) to perform advanced statistical and quantitative analyses of AML scenarios. 14. Develops statistical models to improve methods for obtaining and evaluating quantitative and qualitative data and identifies relationships and trends in data; derives patterns, trends and insights on model risks and anomalies by analyzing and interpreting complex datasets; automates data extraction and data preprocessing for statistical and sensitivity analysis using SAS and Advanced SQL coding; and recommends scenario model threshold values. 15. Designs and maintains complex data manipulation processes; questions and validates model assumptions; identifies model risks and sensitivities and proposes enhancements to existing modeling methodologies; and validates/recalibrates datasets to incorporate transactional data, account summary data and business line data. 16. Documents optimization solutions and presents results to various audiences, including executive and senior leadership teams. 17. Oversees production of metrics used to manage production and for reporting BSA productivity to various oversight and Board committees. 18. Develops capacity model(s) by using production metrics to assess ongoing resource needs and makes recommendations on staffing to the Managing Director. 19. Regularly exercises discretion and judgment in the performance of essential job functions. 20. Follows Bank policy, procedures and guidelines. 21. Performs other duties and responsibilities as assigned. Knowledge, Skills and Abilities: 1. Comprehensive knowledge of data model development, testing, governance and validation. 2. Comprehensive knowledge of development of metrics and analytics. 3. Knowledge of BSA, AML and OFAC principles to enable development of meaningful metrics to support program development and enhancement. 4. Knowledge of BSA/AML laws (including Bank Secrecy Act, USA PATRIOT Act, US Treasury AML guidelines and OFAC requirements). 5. Knowledge of fundamental concepts related to risk management, controls and governance processes. 6. Ability to develop effective presentations for various levels and audiences within a financial services organization. 7. Ability to write effective policies and procedures for processes under role responsibilities. 8. Ability to provide meaningful and effective feedback on programs, policies and procedures across multiple functions that have an impact on role responsibilities. 9. Ability to work independently, without supervision. 10. Ability to demonstrate effective critical thinking and analytical skills. 11. Ability to demonstrate effective organizational, time management and project management skills. 12. Ability to multi-task, follow up on tasks and complete projects on time. 13. Ability to maintain attention to detail. 14. Ability to communicate effectively both verbally and in writing. 15.
