Job SummaryThe Director Regional Program Delivery: provides leadership to the performance of Program Delivery Managers, Senior Project Managers, Project Managers and Project Coordinator/Analyst staff.-- S/he is accountable for all Program and Project Delivery to a Regional Business unit within the Optum Central Region/Wellmed.-- S/he is responsible for the management, coordination, and implementation of highly complex, large scale, corporate programs and projects for the achievement of WellMed and OptumCare business objectives.-- This position integrates cross-functional groups into cohesive program delivery teams to successfully deliver projects. --The Program Delivery Director will actively define and apply tools used in the discipline of Project and Program Management to manage program/project scope, schedule, budget, resources, risk, and quality development.Essential Job Functions

  • (Staff Management) Manages the program and project management team to ensure that they effectively plan, schedule, control and close projects and programs by managing scope, schedule, cost and risk. --Manages staff to create, execute and revise project and program plans to meet changing requirements, design, or resourcing needs.
  • (Staff Management) Develops and evaluates employees' performance, and mentors, trains and supervises employee's for growth and development. Establishes and ensures performance goals are clear, identifies professional and social responsibility commitments, and manages career progression and advancement opportunities. --Recruits/hires new team members in addition to other HR and administrative duties.
  • (Program Management) Ensures a consistent and strategic approach to the application of information and technology across the enterprise, ensuring a consistent, transparent and efficient approach to the way the IT organization delivers value to the business. Participates in overall current and future planning activities with business stakeholders/partners to define program concepts (ideas), program outcomes, and priorities. Directs the initiatives that enhance the company's ability to achieve its business vision, focus on developing and improving relationships with members, and enhancing operational processes and technologies. Adapts departmental plans and priorities to address business and operational challenges.
  • (Project Methodology) Defines end to end program and project management processes including developing, improving and ensuring project adherence to the established project management methodologies, standards, tools, processes, metrics, policies, and procedures. ----Effectively applies company Project & Program Management methodology and enforces Project & Program standards.
  • (Schedule and Cost Tracking) Ensures tracking, reporting, and change management is successfully communicated within OptumCare/Wellmed and its subsidiaries and when necessary integrates OptumCare PPM processes and practices in support of OptumCare PPM and Optum Finance reporting requirements.
  • (Governance) Ensures the project & program governance activities including developing, improving and ensuring programs & projects adhere to the established project and financial governance, policies, and procedures. --Effectively applies company's governance and steering committees' standards. Draws correlations from non-standard data sets and uses broader inferences to drive business value
  • (Capacity and Resource Planning) Establishes and ensures capacity and resource management practices are in place to provide IT Management with skill sets, work assignments, and resources.
  • (Risk Management) Incorporates measurement and monitoring of risk into enterprise strategy. Drives the risk management strategy by gaining buy-in and taking ownership of plans.
  • (Issue Management) Serves as an escalation point for complex issues, problems and solutions. Effectively leverages relationships across the organization to remove obstacles, facilitate quick decisions and resolve conflicts.
  • (Process Management) Aligns processes to customer requirements and organizational goals. Analyzes process performance utilizing data and performance metrics, and objectively examines processes and policies. Applies data-driven knowledge and best practices from one situation to the next, as appropriate.
  • Performs all other related duties as assigned.Minimum Required Education, Experience & Skills
    • Bachelor of Science degree in Information Systems, Business Administration, or a related field required.-- (8 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of a degree).
    • 10 or more years of program or project management experience leading technical projects and programs, including development and execution.
    • 10 or more years of staff management experience and direct HR responsibilities for project and program management staff.--
    • Employees in this position should have achieved professional certification in project management and demonstrated a practical application of both the art & science of project management.
    • 7 or more years of healthcare experience to include experience in at least one of the following key areas of the healthcare business including Clinical Care, Managed Care Organizations, Provider-focused Care Delivery Organizations
    • Experience in mobilizing teams and maintaining motivation to accomplish goals under stringent timelines.
    • Ability to interact one-on-one and consult effectively with all levels of executive management. Must be able to review and interpret data to make recommendations.
    • Proficiency with Microsoft Office applications to include Project, Word, Excel, Visio, PowerPoint and Outlook.-- Working knowledge of Collaboration Toolsets like Sharepoint
    • Experience developing requirements and performing system analysis.
    • Experience with various system development lifecycles such as waterfall, iterative, and agile
    • Working knowledge of process engineering methodologies.
    • Out-of-town travel required as deemed necessary by business need. (Generally 25% or less)Preferred Education, Experience & Skills
      • 10 or more years of healthcare experience to include experience in a managed care setting.
      • 15 or more years supervisory or general staff management experience
      • Proven ability to successfully conceptualize an initiative, prioritize within a program and integrate into long range planning.
      • Ability to coach, mentor and guide activities that support best in class operations, using training and/or knowledge of nationally recognized methods such as PMBOK, Six-Sigma, etc..
