Job Summary: The Program Delivery Manager provides leadership to and is accountable for the delivery performance of a group of project managers and/or project coordinators that are driving a related set of work efforts/projects. --These work efforts (projects & programs) may cross multiple portfolios (funding groups) therefore, projects will be organized into programs to allow for more efficient management and delivery. ---- The Program Delivery Manager is responsible for the management, coordination, and implementation of programs and projects for the achievement of WellMed and OptumCare business objectives. --This position integrates cross-functional groups into a cohesive program team to successfully deliver new projects and programs. --S/he will have accountability to coordinate related work (i.e. projects) organized into a program to drive efficiency across the delivery teams, partnering closely with the other technology teams to gain efficiencies and higher throughput. -- The Program Delivery Manager will supervise a team of project managers and/or project coordinators, helping to mentor them into effective project managers and grow into potential program delivery managers. --In this role, s/he will be responsible for performance feedback and other HR duties for the team. -- The Program Delivery Manager will play an active role in defining common processes, policies and tools across the project & program lifecycle to create a high-performing delivery focus, not only within the PMO, but also across the technology delivery teams. -- Essential Job Functions: Develops and manages the program-level deliverables (scope, schedule, budgets / estimates / forecasts, resource plans, priorities, dependencies, issues / risks / decisions, and quality) across the projects assigned to the program.-- Participates in overall current and future planning activities with business stakeholders/partners to help shape future-looking delivery roadmaps with input from the delivery teams.-- Partner with respective business stakeholders/partners to define & drive work, report regular status updates, and address issues/risks/dependencies/priorities. Manages the assigned project management team and provides work direction to project managers to ensure that they effectively plan, schedule, control and close projects by managing scope, schedule, cost and risk.-- Drive consistency of project & program deliverables within the team and in coordination with other Program Delivery Management teams to ensure overall process consistency.-- As programs may have cross-delivery dependencies, the Program Delivery Manager will work collaboratively with the other Program Delivery Managers & team to resolve dependencies and priorities proactively.-- Work with the appropriate Portfolio Managers to define budgets, revise budgets/estimates during the capital forecasting cycles, and ongoing project estimates.-- Creatively solves problems during times of changing business priorities, requirements, design, and/or available technology resources. Actively participates in end-to-end program and project management process continuous improvement, including: definition, implementation and consistent use of established program & project management processes, methodologies, standards, tools, policies, and procedures. Participates in the definition of the appropriate metrics to measure the process for consistency and effectiveness.-- Helps to implement the processes & metrics to establish a baseline and opportunities for ongoing improvement. Helps to coordinate governance & lifecycle phase management activities for program/projects assigned. Ensures tracking, reporting, and change management is successfully communicated within WellMed and its subsidiaries.-- When necessary, integrates OptumCare PPM processes and practices in support of --OptumCare PPM and Optum Finance reporting requirements. Develops, mentors, and supervises employee's growth and development needs, sets and ensures performance goals are clearly aligned to overall business & technology organizational goals, and manages career progression and advancement opportunities. Participates in project & program peer reviews/health checks to share lessons learned, drive consistency, and help solve challenges that other Program Delivery teams may be facing in the spirit of overall collaboration and ongoing improvement across the PMO and the broader technology & business organizations. Performs all other related duties as assigned. Minimum Required Education, Experience & Skills: Bachelor's of Science degree in Information Systems, Business Administration, or a related field required. --(5 additional years of comparable work experience beyond the required years of experience may be substituted in lieu of a bachelor's degree). 5+ years of program or complex project management experience leading technical projects, including development and execution. --Proven track record of driving delivery of complex work efforts. Five or more years of healthcare experience to include experience in at least one of the following key areas of the healthcare business including Payer, Claims, Clinical Care, and/or Health Care Economics. Experience in mobilizing teams and maintaining motivation to accomplish goals under stringent timelines. Ability to interact one-on-one and consult effectively with all levels of executive management. Must be able to review and interpret data to make recommendations. Proficiency with Microsoft Office applications to include Project, Word, Excel, Visio, PowerPoint and Outlook. -- Experience developing requirements and performing system analysis. Experience with various system development lifecycles such as waterfall, iterative, and agile. Working knowledge of process engineering methodologies. Out-of-town travel required as deemed necessary by business need. Preferred Education, Experience & Skills: Employees in this position may have achieved professional certification in project management (PMI or equivalent). -- --Five or more years of healthcare experience to include experience in a managed care setting. Proven ability to successfully conceptualize an initiative, prioritize within a program and integrate into long range planning. Ability to coach, mentor and guide activities that support best in class operations, using training and/or knowledge of nationally recognized methods such as PMBOK, Six-Sigma, etc.. Experience with process mapping methodology and creating process maps.-- Physical & Mental Requirements: Ability to lift up to 25 pounds Ability to sit for extended periods of time Ability to receive and comprehend instructions verbally and/or in writing Ability to use logical reasoning for simple and complex problem solving COVID-19 Symptom Screening / Precautions: If you need to enter a work site for any reason, you will be required to screen for symptoms, using the Protect Well mobile app, Interactive Voice Response, ( i.e. entering your symptoms via phone system) or another approved Optum Florida approved symptom screener.-- When in a Optum Florida building employees are required to wear a mask in common areas.
